set foot in La Paz After I signed up to participate in Barcamp organized by Bolivian Voices in El Alto. There is talk in a public lecture to raise awareness about the use of Internet in a participatory way. There was also a fair where voices Bolivian bloggers were to reveal their blogs and their experience to tell the world what is happening around them.
The rest of the event was good panel topics, although the table "Blogueril Experience" was the only one that was declared void. In the panel discussion where both Digital Literacy Bolivian Voices ABC Digital and participated, came to interesting conclusions from two questions, here are a couple of notes:
Why Digital Literacy?, and How?
The first addresses the need to reduce the digital divide and illiteracy or the worrying form of exclusion that exists, whether economic, communication, social, political, sexual, etc. Starting
(Bolivian Voices and ABC Digital) that information is a public law and the Internet is one of the largest sources of information to and from the city.
How?
The fact that two non-governmental institutions are addressing this issue, shows that since the society there is concern about the issue although there is no financial support to do so.
is believed that pilot projects are good but not enough because the reality is the existence of public policies that understand the problem of digital divide and to see the Internet as a development tool to improve the quality of life of ordinary citizens.
So much for the panel discussion on Digital Literacy, minutes later it fell to the international guest David de Ugarte and representative of the Indian Electronic , talk a little about the power of networks, social networks distributed, cyber, etc.
Between lectures, plenary and parties had the opportunity to know and recognize me in two wonderful people who invited me to join the group they represent ... The Indian Electronic enough to answer a question and now. Spain is waiting for me like Uruguay and the projects we do together from that day.
